The collection includes circulars and directives of governing bodies of the Young Communist League; reports of the Bureau and the Provincial Committee Office, uyezd and district committees; reports on the work of departments: organisational and instructional, economic, political and educational; and information and reports on military and sports activities, the work of the Young Pioneers Bureau of national sections. There are materials on the direction of volunteers to the front in 1920, on the mobilisation of the navy in 1922 and on the direction of Young Communists to study at universities and military schools. Also present are forms and lists of members and candidates of Komsomol, personal files on active Komsomol workers’ characteristics and personal histories, including of Jews.
The collection was part of the archive of the Omsk regional Communist Party, which later became the centre for historical documentation and is now part of the historical archive of the Omsk region. Materials were added to the archive as part of the standard local process.
The first surviving documents of Omsk Provincial Committee of Komsomol refer to November 1919. These are Komsomol protocols on the establishment of the Organising Bureau of the Komsomol organisation in Omsk. The first Omsk provincial congress was held on 16 May 1920, at which time there were 120 youth organisations in the province. Nine provincial congresses were held – materials of the 3rd and 4th congresses have not been preserved, but various documents (protocols, resolutions, newspaper reports) record the work of the others. After 1920 the county, city and village organisation of Komsomol began to take shape as county and district conventions were held, Komsomol conference took place and county, city and district committees were elected. The collection of the Provincial Committee of Komsomol includes protocols of congresses in the Atbasar, Tyukalinsk, Kalachinsk, Slavgorod district organisations and minutes of general meetings of the Krutinskaya, Omsk, Tara and other Komsomol organisations, as well as minutes of meetings of Komsomol cells.
