This collection comprises the records of the State Kamyanets (Kamenets) Okrug Executive Committee. The Okrug Executive Committee kept employment records (including lists and completed questionnaires) on the employees of local government agencies, implemented directives from larger Soviet organisations including the Central Executive Committee of Ukraine (ВУЦВК) and The People’s Commissar (Нарком).
Employment Records: The following employment records include information on local Jewish residents in government agencies: Employment records of members of local government departments and institutions, including village and district councils and the department of war.
Oversight of local community: Personal files on individual Jewish local citizens (1926-1929), documents on the process of turning a monastery into a commercial property (storeowners to move there mostly Jewish), legal files stripping citizens of voting rights.
Implementing centrally-commanded directives: the mandated sale of a Jewish “prayer house” under contract to the Executive Committee, 1927 directive from the People’s Commissars organising the local Jewish community to vote to send delegates to a Jewish conference in Leningrad, 1929 directive from the Central Committee to close all prayer houses (including synagogues) and collect information on members.
- Administrative/biographical history:
- An “okrug” is a subdivision of a region (oblast) that is larger than a district (uyezd). The “okrug” division of state administration was phased out in the Soviet Union by 1938. The Kamyanets Okrug is located in the the Khmelnytskyi region (oblast) (known as Proskurov until 1954) Region of the Ukrainian Soviet Socialist Republic. After 1991, Khmelnytskyi became part of independent Ukraine.
