-
The working bodies of the municipality were the town council and the president of the municipality. The mandate of the president and the city councillors was four years or until an election was called. The president and two-thirds of the city councillors are elected by universal and equal suffrage and by direct public vote.
The scope of the bodies’ activities were related to the requirements of urban communities for economic, cultural and social progress, namely: asset management, taking care of public buildings, facilities and transportation, health care of the population and improving the economy, as well as responsibility for children, the poor and the elderly.
The city authority performed tasks of state and local administrative authorities with regards to medical and veterinary services, marketing, construction, fire, cleaning, agriculture, livestock, hunting, forestry and fishing. It had the right to establish local ordinances and regulations. It made an annual budget and conducted an inventory of city property.
Supervision of the city government in Novi Sad was conducted by the Royal Ban Administration of the Danube provinces. The city authority in Novi Sad ceased operating in April 1941 after the Hungarian occupation.
