The collection includes documentation produced in Łomża province such as orders of superior authorities, files regarding the organisation of health care and social welfare, charity societies, minutes of the Social Welfare Council meetings. The latter includes organisational and financial matters, reports on the activities of the Council and hospitals and care facilities.
The collection includes circulars and ordinances of superior authorities on organisational matters of the Council, materials for the functioning of the council's office and the liquidation of the offices of the Łomża Governorate, materials related to the transfer of files regarding the hospital and shelter in Pułtusk to the Social Council of Warsaw province, Protocols from 1870-1915, Minutes of the sessions usually concern financial matters of both the provincial council and the county council, as well as individual charity institutions. Chancellery books from 1911-1916, cover personnel matters of officials employed in the province and county social welfare councils, with chancellery registers and financial accounting books for expenses for maintaining the council.
In addition, the collection includes numerous reports on the state of charity institutions, hospitals financial statements, statutes and other materials related to charity institutions. It contains financial documentation related to the activities of charities, including bank capital data for the years 1886-1917, and information about donations from 1873-1914. It also records the number of residents and patients - a collective summary for the years 1878-1915. The collections also contains correspondence conducted in the years 1913-1915.
The collection pertaining to the Social Welfare Council includes records reflecting the health care issues of the Jewish population. For example, the records approval of the statute of the Society for the Protection of Poor Religious Believers of Judaism in Łomża, as well as the matter of subordinating the Jewish Hospital in Łomża to the Social Welfare Council. Jewish materials are scattered in the collection and do not constitute a significant part of it.
- Administrative/biographical history:
- The Łomża Province Social Welfare Council was established in 1870. It was subordinated to the Ministry of the Interior. It was a collegiate office and was composed of the vice-governor, head of schooling, counsellor of the military and police department, provincial medical inspector, head of the tax chamber, chairmen of the county social welfare councils, caretakers of provincial charitable institutions operating in the town, as well as between 4 and 6 citizens. The powers of the council included: supervision of the establishments operating in the province, administration of their property, management of charitable institutions and issuing decisions on the opening of new ones. In 1915, the council was evacuated deep into Russia to Ryazan. It was finally abolished in 1918.
