The Second State Council contains documents continuing the First State Council (see PL01.184). The records of the Second State Council contain drafts of royal bills and decrees submitted by government commissions. They include documents regarding conflicts of competence between courts and administrative authorities; the most numerous case files in terms of judiciary administration concern disputes between private individuals and the Kingdom treasury, appeals against tax decisions and complaints in various matters.
Records concerning Jews in the Second State Council of the Kingdom of Poland collection are definitely less numerous than in the records of the First and Third State Councils and refer mainly to appeals against judgments of various instances and requests submitted to the Council, including:
Jurisdictional disputes, including: Dawid Landau, owner of a paper mill contra the public treasury, to restore the dam on the Warta River; Salomon Pinkus, wine merchant accused of counterfeit wines contra the elders of the merchant assembly in Kalisz; Jankiel Joel from Łomża against the Jewish kahal for falsifying the recruitment tax books by the Łomża Jewish kahal; destruction of a Jewish store in Nasielsk; head [wójt] of Niegów commune against synagogue supervision in Radzymin; vodka embezzlement by Lejb Szapir from Sarnaki (nos. 180, 183, 187)
Administrative case of Dawid Goldman, a former leaseholder in Łęczna, contra the public treasury for the costs of renovating the brewery (No. 196)
Appeals from the verdicts of the Prosecutor General's Office, including Salomon Abramson and other road construction entrepreneurs on the Kalisz-Poznań route for remuneration for work; dismissal of the synagogue supervisory council in the town of Wyszogród due to the necessity of paying 11 different fees, and the Prosecutor's Office appeal against Karol Paschali and successors of Fajwel Markus Weingott, homeowners in Kalisz, for abuses in the construction of the post office in this town (nos. 231, 525, 235).
Appeals by Izrael Szafir for remuneration for building a stable for the army in Lublin and Mosk Peltowicz for lost profit from taverns (no. 222, 226).
Application by Mendel Weintraub (together with Nuchym Altszuler and Józef Klugman) for authorisation to sue the treasury for refusing to approve the auction for food supplies to prisoners in Lublin and Janów for 1839-1841 (No. 527)
Request of Jews from Parczew affected by the fire in 1836 for tax credit (No. 465)
Complaint by Jews living in the Podzamcze quarter of Lublin who traditionally had a privilege of tax payment exemption, which was judged to be non-binding (among others, detailed historical description of the situation of Jews in Lublin, appeals lodged to the Instruction Committee of the Second State Council by the plenipotentiary of Jews, attorney Zientecki, opinion statements by, among others, Government Revenue and Treasury Commission 1826-1838) (No. 523)
Information about Jews can also be found scattered throughout several volumes of minutes of the meetings of the Second State Council from 1833-1841 (No. 528-533). Lack of indexes makes it difficult to search the materials.
- Archival history:
- The records of the Second State Council of the Kingdom of Poland were taken over by the General Assembly of the Warsaw Departments of the Ruling Senate, and in 1867, together with the documents of other offices, they were moved to the newly created Central Archives of Historical Records. In 1915 they were taken to Russia, from where they returned to the Central Archives of Historical Records around 1925 as a result of the provisions of the Treaty of Riga (1921). During World War II, slight losses were recorded in the collection, secured in the Sokolnicki Fort in the Warsaw neighbourhood of Żoliborz.

The Second State Council of the Kingdom of Poland was established in 1832 after the fall of the November Uprising on the basis of the Organic Statute given to the Kingdom of Poland by Emperor Nicholas I. It no longer included the Administrative Council. First of all, it was an opinion-giving body on legislative matters and a controlling body within the Kingdom Government. It also retained certain judicial powers vested in the First State Council as a body settling jurisdictional disputes between administrative and judicial authorities. After 1836, the Council also dealt with heraldic affairs (confirmation of nobility).
The council was chaired by a governor, and the members were chief executives (a new term for ministers) in government committees, a general inspector in the Supreme Audit Office, appointed councilors of the state and other persons appointed by the emperor. The Instruction Council operated as a auxiliary body for court matters and disputes. A Pension Board was appointed to deal with administrative matters.

The Archives of the State Council comprise case files, minutes of the General Assembly meetings and office supplies. In the registry, case files were organised according to a systematic order and grouped in two sections (marked with Roman numerals): Section I - general matters, organisational standards, personnel matters and reports on the activities of the authorities (currently 89 archival units), II - Department of Justice (currently 11 archival units), III - Department of Internal Affairs, Clergy and Public Enlightenment (currently 9 archival units), IV - Revenue and Treasury Department (currently 16 archival units), V - files of honorary titles endowments (currently 41 archival units).
Section I (a, b) - files of jurisdictional matters (currently 29 units), II (a, b) - cases of administrative jurisdiction of the Second Instance (currently 41 units), III (a) - cases of accusations of officials of abuse of power (currently 6 archival units), IV (a, b, c) - cases of tax concessions (currently 268 archival units), V (a) and VI (a) cases of compensation in the event of natural disasters, etc. (currently 17 archival units). In addition, meeting minutes (currently 12 archival units) and administrative support, including daily activity ledgers and indexes to the ledgers (currently 7 archival units). The registration system was recreated in AGAD (Central Archives of Historical Records) as far as was possible.
