This fonds covers the area of Wieliczka, Grabówki, Lednica, Siercza and Klasno (Klasne). Wieliczka is a town established in the 13th century, presently in the Voivodeship of Małopolska [Lesser Poland] (województwo małopolskie), County (powiat) of Wieliczka, Metropolitan Area of Krakow; known for its salt mine. Since 1789, during the Austrian Partition period, Jews could legally and unrestrainedly move to and settle in the suburb of Klasna (Klasno), initially enjoying support from the Lubomirski family. This increased their competitive potential against the burgher merchants and craftsmen. Most of the Jewish-related material dates from the 1770s-1790s, the first decade of the 19th century and the 1850s-1860s. The records concerning criminal matters, including the Municipal Council’s correspondence with criminal courts, are worthy of attention, along with the numerous tax records. Most of them call for knowledge of German palaeography. The details of the files are as follows:
29/117/37: 1777-1778: Extracts from land registers of Czchów; Jewish merchant Eliasz Izraelowicz from the suburb of Klasno sues for debts as a claimant; extracts from Wieliczka town council records – petitions against Jewish factors of Bochnia regarding the trading in Turkish fabrics; petitions against Wieliczka’s Jews for an assault on a public road (memos to the Municipal Council, 1795).
29/117/45: Memos from the cyrkuł [district administration office] of Bochnia to the Municipal Council of Bochnia, passports, tax charges, tax vouchers, Jewish accounts, tax certificates for Jews of Siercza and Klasno, lists of Jewish taxpayers, payment writs, details of tax arrears.
29/117/62: Interrogations of criminals (information on Jews receiving stolen property, or trading in goods at a fair in Bochnia; notes to the Municipal Council re. Jews injured while on their way (from Wieliczka and Nowy Sącz, among others); memos of the kaiserlich und königlich (k.u.k.) [Austro-Hungarian] Board of Police for the City of Krakow to the Municipal Council of Wieliczka regarding criminal matters.
29/117/63: Letters concerning military affairs, involving Kalman Neumann of Lednica, Kiwe Konigsberger, Juda Perlberger, Israel Goettlieb, and re. Austrian army inductees; accounts and receipts related to payment of military fee.
29/117/65: Jews (e.g., Abraham Haskel) in details of land tax, 1866.
29/117/66: Letters to the salt mine administration, k.u.k. Military Office in Podgórze, k.u.k. Criminal Court in Wieliczka, k.u.k. Criminal Court in Wiśnicz, k.u.k. ‘Cameral Board’ [Cameral Verwaltung] in Niepołomice (Jews: Salomon Bornstein, Jakub Fleischer), re. (inter alia) taprooms, property auctions/public sales, contract for supply of salt (Elias Gutman), memos concerning Israel Glucksman.
- Archival history:
- There is no inventory or handover report for the records. The records were probably kept at Wieliczka’s Town Hall or at the archive of the local Municipal Council. The National Archives in Krakow probably took over the collection after the Second World War. Initially, a temporary inventory was compiled for these units.
- Administrative/biographical history:
- In 1781, the town council office and the office of the vogt and aldermen were replaced by the Municipal Council [magistrat], which wielded administrative and judiciary power. It was in charge of the town’s general policy, managed its property, supervised the censuses and population records and kept land registers. The instance of appeals in administrative cases was initially the cyrkuł of Wieliczka and later its Bochnia counterpart. In legal affairs/lawsuits, appeals were made from 1784 onwards to the Court of Appeals in Lwów. The communal council was formed by wealth-based elections and consisted of a burgomaster, a syndic, assessors, a cashier and a controller.
