- This fonds contains documents from Plisnier’s term as member and president of the Committee of Secretaries-General and as secretary-general of the Ministry of Finance, of National Defence and of Foreign Affairs. The relevant documents relate to the protest, by the Committee and/or by Plisnier, against the treatment of Belgian Jews and/or Jewish functionaries (nos. 32 and 274); we also find documents concerning the recruitment and remuneration of Jewish functionaries (nos. 256 and 260) as well as documents regarding the anti-Jewish policy of the occupier (no. 466). In addition the fonds also contains the minutes of the meetings of the Committee (nos. 2 – 10), in which the anti-Jewish policy of the occupier is discussed.
- Administrative/biographical history:
- Oscar Plisnier (1885-1952), as the secretary-general of the Ministry of Justice and later as the president of the Committee of Secretaries-General, played an important role within the state structures remaining in occupied Belgium at the request of the government. During the Occupation, the Committee was the privileged partner of the Militärverwaltung with regard to political and socio-economic policy in Belgium. Plisnier was a loyal but pragmatic partisan of the Belgian ‘policy of presence’ (aanwezigheidspolitiek). In September 1944 Plisnier was relieved of his political functions; he received his honourable discharge in March 1950. Plisnier held a PhD in political and administrative science as well as a degree in economics, and during his political career he was also a professor at the ULB, where he lectured on public finances.
