- Administrative/biographical history:
- Paul Hymans (1865-1941) was born in Brussels in 1865. He held a PhD in law, lectured at the ULB and became the president of its board of directors. He asserted himself as the leader of left wing liberalism, guiding the country towards universal suffrage and compulsory education. He was Minister of Economic Affairs (1917), of Foreign Affairs (1918-1920, 1924-1925, 1927-1934, 1934-1935), and of Justice (1926-1927). He was also the president of the League of Nations and worked towards a policy of pacifism, of conciliation and independence of Belgium. Aside from his career as a statesman, he published historical works and was also a member (and later president) of the Académie royale de Belgique. (Y.-W. Delzenne & J.
