- Administrative/biographical history:
- Following the capitulation of Leopold III on 28 May 1940, the Belgian government continued its activities in France and disavowed the conduct of the king. Ministers Marcel-Henri Jaspar and Albert De Vleeschauwer refused to accept defeat and decided to travel to London. The ministers Paul-Henri Spaak and Hubert Pierlot joined them on 22 October 1940.
