- This fonds comprises the records of the Baia Mare branch of the labour inspectorate from 1946 to 1949. It contains official orders, dispositions and instructions concerning the conditions of hiring and dismissing personnel in industrial and commercial enterprises, their salaries, statistical tables of workers from factories and employees of commercial firms, files concerning conflicts between companies and their employees, personnel files and results of inquiries conducted by labour inspectors and lists of employers and employees of enterprises from the town and county including their educational certificates and references to their political affiliation. It also includes registers of correspondence of the institution with superior authorities, the local administration and all those involved in labour relations and conflicts. Among the employers, employees and those implicated in the activities of the inspectorate appear many Jewish individuals and companies.

The establishment of institutions for labour inspections was decided by the International Organisation of Labour in its session in Geneva where on 11 July 1947 the convention concerning the inspection of labour was adopted. This convention was implemented by each member state including Romania by instituting territorial labour inspectorates, whose mission it was to ensure the laws regarding the proper conditions for labour, length of the working day, appropriate salaries, security and hygiene of work and work places were followed and to solve any conflicts between the employers and employees.
The inspectorate of Baia Mare, subordinated to the regional inspectorate of Oradea, included clerks employed by the state, whose independence was ensured by law. After the Communist regime was introduced in 1948 the most of these guarantees became formal and the effective authority in labour matters was taken over by the Communist authorities.
