- The collection contains documents and materials on the history of the revolutionary movement in Russia in the late 19th and early 20th centuries, including correspondence of the party archive (Istpart) and correspondence of Omsk Istpart with institutions and participants in events; circulars and reports on the work of Istpart; protocols of the Siberian underground; Bureau meetings, reports and correspondence of provincial commissions for the celebration of the revolution of 1905; work plan and extracts from sessions of the Presidium of the Omsk Provincial Committee of the AUCP (B); proclamations, telegrams, newspaper clippings and letters; journals ("Red Archive", "Labour Siberia", "The Book and the proletarian revolution"); lists of members of the AUCP (B), held in the Socialist Revolutionary Party; memoirs; and essays on the history of the student revolutionary movement of Tomsk Institute of Technology (1900-25). Also included are memoirs of participating socialist revolutionaries Samuel Tswilling and Petr Derbera in the revolutionary struggle against the autocracy and memoirs of F.G. Vinogradov, Kosarev and Valek of the Bolshevik leader Zalman Iudovich Lobkov.
- Archival history:
- The collection was part of the archive of the Omsk regional Communist Party, which later became the centre for historical documentation and is now part of the historical archive of the Omsk region. Materials were added to the archive as part of the standard local process.
- Administrative/biographical history:
- A commission on the history of the party was established at the state publishing house of the RSFSR in August 1920. On 21 September 1920 the People's Commissars adopted a decree "On the establishment of the commission for the collection and study of materials on the history of the October Revolution and the history of the Communist Party". On the proposal of M. Olminskaya the commission’s name was abbreviated to Istpart, and following the adoption of the resolution Istpart became part of the People's Commissariat. On 1 December 1921 it joined the Central Committee of the AUCP (B) in the Department of Rights. Istpart granted the right to organise local offices across the RSFSR and in the union’s republics, and a bureau was formed in Omsk. In accordance with resolutions of the AUCP (B) on 10 May and 20 August 1928 Istpart was merged with the Lenin Institute and its local network was reduced from 100 offices to 26, the largest of which became research institutions of party history by 1931. Istpart continued to function as a scientific department of the Lenin Institute (1928-31). From 1931-39 the department of the Marx-Engels-Lenin Institute carried out scientific work, directing and controlling the activities of local branches and institutions. On 2 December 1939 the Central Committee of the AUCP (B) adopted a resolution "On local party archives and institutions of Istpart" that transferred party archives from the jurisdiction of the Marx-Engels-Lenin Institute directly to the relevant regional and territorial committees and the Central Committee of the Communist Parties of the Union republics. Regional Istpart divisions were abolished and their functions and documentation transferred to the party archives.
