Scope and content:: The collection includes protocols of party conferences, meetings of the bureau of the city committee, department of national minorities and sections of party cells, general assembly of citizens, non-partisan public conferences, correspondence with Soviet and military organisations and the Siberian bureau and the provincial bureau on the mobilisation of the Communists in the civil war fronts; statistical information about party organisation, ideological activity of Omsk city and county party organisations; list of names of senior political personnel registered in the Omsk regional military committee, lists of party certificates, lists of members of the AUCP (B), identification of workers, Communist lists of district committees, characteristics of members and candidates to the members of the AUCP (b), checklists and questionnaires. Jewish-related material includes information on the participation of Jewish Bolsheviks in the 1st District Party Committee.

Archival history:: The collection was part of the archive of the Omsk regional Communist Party, which later became the centre for historical documentation and is now part of the historical archive of the Omsk region. Materials were added to the archive as part of the standard local process.

Administrative/biographical history:: This is the collection of the 1st District Party Committee (the city party organisation) for the Bolshevik part of the city of Omsk.
