The collection reflects the educational work of the regional Komsomol (Communist Youth League) organisation. Documents are organised by department: the documents of the General Department include conference reports, plenary sessions, records of the bureau of the regional committee of Komsomol, Young Communist League transcripts and materials on assets, meetings and conventions. Special sector (1936-1952) files include directives and instructions of the Central Committee of Komsomol, extracts from Central Committee protocols and reports from the Omsk Regional Committee on its work. The department of Komsomol bodies (Organisation Department, Human Resources and Organisational and Instruction Department) contains documents concerning organisational work: reports on the activities of municipal, district and primary organisations, transcripts of the Congress of young workers (1943) and meetings of young leaders of agriculture (1944). Also included are documents from the 1960s and 70s: transcript rallies of communist labour brigades, members of the student production brigades and young builders and references to referrals for young people to the development of virgin lands (1954). The accounting sector, part of the Organising Department, contains statistical reports on the quantitative and qualitative composition of the Komsomol organisations. The Organising Department was in charge of personnel matters and includes preparation of materials of Komsomol cadres, correspondence on personnel, personal histories, personal records and lists of Komsomol workers. Wartime documents concern the assistance of patriotic youth movements to the front: information about the mobilisation of Komsomol at the front, lists of Komsomol volunteers, the results of a competition for female tractor drivers, applications from young people to be sent to work in liberated areas and lists sent to Stalingrad, Ukraine, Belarus, Moldova and the Baltic states, letters from soldiers, lists of members of the Komsomol Omsk region and references to the care of children of soldiers. The military department (1942-46) includes reports of military and sporting activities among young people including information on conduct and results of regional cross-country skiing competitions.
Materials from the department of propaganda and agitation record the state of political and educational work among young people over a period of 55 years. Topics include current policy circles, schools, political literacy and courses on holding social and political events. In the parts of the peasant, labour, student (or students) the materials focused on youth documents about youth involvement in social and political life and production. Documents refer to the work of Komsomol organisations, the status of political education, training of educators, participation of young people in agricultural work, training of young workers for industry, the work of universities and technical schools, preparation of schools for the new school year, development of socialist competition in state and collective farms, industry and educational institutions, the youth of the direction of the country's new building and the participation of students in research work. The department of school youth and pioneers includes documents covering the work of pioneering organisations of the region from 1935. The collection highlights the participation of Jews in Komsomol organisations. In particular, the list of delegates of the 1st regional conference of the Komsomol with a decisive and consultative vote (1936) includes Abramovich, Fridrihsons, Slutsker, Perelman and Peterson. Documents of the Bolsherechensky District Committee of Komsomol contain information about V.B. Berelovich (in particular, the list of members of the plenum of Bolsherechensky Working Committee of VLKSM, 1937).

- The collection was part of the archive of the Omsk regional Communist Party, which later became the centre for historical documentation and is now part of the historical archive of the Omsk region. Materials were added to the archive as part of the standard local process.
- Administrative/biographical history:
- On 7 December 1934, in accordance with the decision of the Central Executive Committee of the Supreme Soviet, the Omsk region was formed. The Organising Bureau of the Omsk region was intended to carry out organisational work on the transfer of the former Komsomol management bodies and the creation of the regional Komsomol organisation, the Central Committee of All-Union Leninist Young Communist League (VLKSM). The Organising Bureau began its work in December 1934 and existed until February 1936, prior to the 1st regional conference of the Komsomol, when governing bodies of the regional organisation of the Young Communist League were elected. This is the largest existing collection of Komsomol documents, covering the period 1934-92.
