- The collection contains correspondence and circulars of the Central Committee of the RCP (B), Siberian Bureau Central Committee and Omsk Provincial Committee of the RCP (B) on party organisation and management; minutes of provincial party conferences and plenary meetings of the Provincial Committee, meetings of the Presidium of the Provincial Committee, Omsk Municipal Committee, Provincial Committee of Komsomol (Communist Youth League), uyezd and district committees of the RCP (B) and RLKSM, the provincial executive committee, and materials relating to them; and incoming and outgoing correspondence on the party and economic issues. Materials of the organisational department and its subdivisions contain correspondence of the Provincial Committee and its instructions and circulars to grassroots party organisations; reports and information to the secretary of the uyezd and volost committee of RCP (B) and materials concerning their meetings; minutes of meetings of primary party organisations (cells, party factions in professional unions, transport) and Komsomol cells; materials on accounting, movement, cleansing among party members census RCP (B), personal histories, questionnaires, characteristics of party members and statistical reports of party organisations; conjunctural surveys of the local economy, transport, industry and trade and procurement sectors, acts and reports of examinations of communes and state farms, cooperatives, collective farms and cooperative organisations, lists of business communities, associations and cooperatives; minutes of meetings at work in the countryside and materials to them; survey of agricultural labourers and farms, letters of peasants; materials on elections to the council and information on the activities of non-party social organisations; minutes of the regional and provincial departments of national minorities meetings, correspondence of subdivision of minorities at Omsk Provincial Committee of the RCP (B), the number of minority-communists in 1920 and information about the work of the national sections on the ground; information on the activities of cultural and educational institutions and political and public education; information on conducting awareness-raising and educational campaigns; lists of members and candidates of the RCP (B) cells I and II of Omsk district committees, among which appear S.I. - Archival history:
- The collection was part of the archive of the Omsk regional Communist Party, which later became the centre for historical documentation and is now part of the historical archive of the Omsk region. Materials were added to the archive as part of the standard local process.
- Administrative/biographical history:
- According to the resolution of the Central Executive Committee on 27 August 1919 "On the formation of the civil administration in Siberia", the newly created provinces were subordinated to the Siberian Revolutionary Committee (Sibrevkom), including the territory occupied by Kolchak. The Ishim, Tara and Tyukalinsk districts of Tyumen province were attached to the Omsk province. After the creation of Omsk province by the statement of Sibrevkom on 3 January 1920 the Omsk provincial committee of the Russian Communist Party (Bolshevik) was elected at the provincial party conference. In 1925 the Omsk district provincial committee was renamed the regional committee.
