- The collection contains meeting journals; decisions on matters of municipal services; correspondence on public elections to the Duma; legal documents on the work of the economic, rental and statistical departments; materials on the activities of the committee of the union of cities; files on the denationalisation of property nationalised in 1918 by Soviet authorities; and personnel files. Jewish-related materials include files on interactions between Jews and the local population, including a case of the return of a typewriter to its owner and a case of eviction.

- Omsk City Council operated from 1872. In 1918 it was abolished by the Soviet regime. In June 1918 it was restored by the White movement and finally abolished in 1919 after Kolchak.
