This collection contains material related to Gubrevkom [the provincial revolutionary committee] and its divisions and subdivisions, 1919-1920. It includes lists of employees, certificates, credentials and letters regarding its staff, and material relating to the appointment, transfer and dismissal of personnel of Gubrevkom and Gubkomtrud [the provincial work committee].
It also contains information about the personnel of the volost' revolutionary committee of Omsk County (1919-1920), lists and profiles of members of the executive committees of district and village (1920) and personal files of B F Bernstein, A A Ganzon, Y E Zbritsky, I L Pineker and J Shuklin.
The list of members of Gubrevkom includes Arontriher, Berezovsky, V F Belau, G D Himmer, Druzhitsky, Zagorski, Kroder, Lechinsky, Z Tyutenborn, Frumkin Faydysh, Franzevich and Cherniavsky. The list of delegates of the 1st Provincial Congress of Soviets, 1-8 September 1920, includes Bakum, Brodsky, Zagorski, Kogan, Koganovich, Kroder, Rasht, Rimsky, Homullo, Shumsky, Yakobson and Yaroslavsky.

- Administrative/biographical history:
- The Omsk provincial revolutionary committee, Gubrevkom, was established on 15 November 1918 in accordance with the order of the Siberian revolutionary committee and the Revolutionary Military Council of the 5th Army. It was the main political and administrative organ of the Soviet government in the province. It supervised field activities of revolutionary committees, economic life and led the fight against the counter-revolution in the provinces. In September 1920, at the first provincial congress of Soviets, it was replaced by the Omsk provincial executive committee of the Soviets of Workers, Peasants and Red Army Deputies.
