This collection includes circulars and regulations of the Police Department, Irkutsk (district) of the provincial gendarmerie of fugitives to be arrested for their revolutionary activities, the organisation of political supervision, including Jews. Lists of wanted persons, among them many Jews.
In addition, there are separate cases such as correspondence (which was under secret police surveillance) of the agronomist Sergey (Israel) Lvovich Teitel (1899-1901); regarding Omsk bourgeois Alexander K Ginzburg (1899); charges of revolutionary activity against Private Naverman of the 1st East Siberian aeronautic battalion et al (1907); correspondence from Leiser Shmuylovich Zelikson, Peter Klassen (Vasily Ivanovich Shamshin) and Pavel Shahmaev, detainees in the city of Omsk accused of anti-government activities (28 June 1913).
The collection also contains protocols of inquiries, searches and seizures of Omsk Social Democrats and the Socialist-Revolutionaries, the participants of the strike movement during the First Russian Revolution. Materials about the Jews who lived in the city of Ust-Kamenogorsk and Ust-Kamenogorsk district (January 1911). Inventory number 2 (the staff of the Omsk Gendarmerie) contains a personal file of Shpak Yakov Eliseevich (19 May - 9 August 1914).

- Established on the basis of "Regulations on the gendarmes" in September 9, 1867, instead of the control of the Omsk Gendarmerie staff officer. It was liquidated in 1917, after the February Revolution
