- This collection contains orders and circular regulations of the Telegraph Department of the Ministry of Posts and Telegraphs and the Main Department of Posts and Telegraphs; annual administrative reports of postal and telegraph offices on their activities; technical correspondence on the arrangement and operation of the equipment, on inventions and their application; correspondence about censorship in the post and telegraph office and a seizure of banned publications; correspondence regarding attacks and robbery of post offices; documents on the embezzlement of public money and loss of correspondence; audit of post and telegraph offices. It also includes a circular from the Head of Omsk post and telegraph district to directors of telegraph and post offices of the Omsk district to take measures to detain and confiscate a speech by the chairman of the Central American Jewish Committee in Washington, Zigel, about the future situation of the Jews as a result of the current war, in November 1913.
