- This collection includes annual financial statements, journals of the economic committee, circular instructions, correspondence regarding the settlements within the county, documents of the department of state-owned wine shops, correspondence with the institutions about the sellers, wines and personnel, correspondence with the control excise, correspondence with the Assistant Excise supervisor, information about consumer societies, documents about the Jewish enterprises in the district, in particular the production at the Dmitrov №2 distillery factory owned by M S Haimovich (1908-1909); on distillation of private alcohol at Haimovich's factory (1909), the opening of a cigarette workshop by I Biribaum in Omsk (1919); on the opening of the brewery by Sarapulsky commoner I I Gertman in Tobolsk. The files include personal correspondence with information about business contacts, powers of attorney, declarations and protocols.

- On the order of the Minister of Finance, the Siberian Committee in Western and Eastern Siberia was created in 1861 to control excise taxes. The administration of the 1st Excise District was created in 1898 and abolished in 1919 when the Red Army entered Omsk.
