- The collection contains circulars of the main office of fees, circulars regarding the control of excise duty, certificates for the right to produce, documents about alcohol supplies, copies of annual operating plans and documents for employees. It includes material on the economic life of the Jews in Omsk, documents on the supply of rectified alcohol distilleries in Omsk and the Omsk region by Jewish entrepreneurs, information on Jewish businesses, areas in which Jewish business was predominant, the materials on the history of economic relations between Jews and Russian merchants and the bureaucracy in Siberia, personal files of Jewish businessmen, including data on the possession of patents for production, and certificates authorising business activities (indicating the period, the volume of the technological features of production etc).

- Administrative/biographical history:
- On the order of the Minister of Finance, the Siberian Committee in Western and Eastern Siberia was created in 1861 to control excise taxes. In 1898 they were transformed into the Excise of Western Siberia and the Akmola region. The body was abolished in 1919 when the Red Army entered Omsk.
