- This collection includes decrees on the state and the number of officials, statements, correspondence on various issues, registers of outgoing papers, decrees and regulations to be legalised, city reports on population, documents on the implementation of different requirements, statistical data on the population, factories and trade. The collection contains government decrees and regulations that reflect the policy pursued with regard to Jews. In particular, the subjects covered are how to deal with those Jews who have Christian faith, if "no Christian community will agree to accept them" (1830), banning Jews from "selling alcohol" (1831), on measures against the resettlement of Jews in the Siberian province (1837), on the presence of Jews outside the constant Pale of Settlement(1838).
