- The collection contains governmental decrees, regulations, orders and circulars. They deal with the Jewish population in the following instances: the policy "prohibiting Jews from coming from abroad to settle in Russia" (1825), "the widespread charter of religious censorship that prohibited Jews from being employed in the civil service” (1828), discussion of "what to do with Jews living in the landlords' lands, which neither the landowners nor society have a wish to see there because of bad behaviour” (1828), the expulsion of the Jews to the places to which they were assigned (1828), Statement on the Jews (1835), the order of movement of Jews in the Tobolsk province in Omsk region (1837) and the representation of the rights of the local provincial authorities to destroy banned Jewish books. It also includes statistical information about the population of the city of Omsk, including Jews.
