Scope and content:: The collection includes the disposal and regulations of the Office and the chief director of water and land communications concerning district operations, reports to the chief of the 10th district, messages, statements, state of navigation, a description of the rivers and harbours, documents on military exiles, military workers, lists of deportees and miscellaneous other business.

It includes documents regulating the commercial and economic activities of Jews in Siberia, including prescriptions and circulars to the authorities (regarding Jewish trade), materials on the history of Jewish merchants in Siberia, including a paper on the petition of a Jewish Moscow merchant on the unjust oppression by the Tomsk city Duma in the production of commercial industry in the Siberian provinces, and information about Jewish employees in Siberia.

Archival history:: Materials were added to the archive as part of the standard local process.

Administrative/biographical history:: The position of Chief of Overland Transport was established by the decree of 1809 "On the management of water and land communications”. Russia was divided into 10 districts, of which the 10th district included Western Siberia. In 1815, waterways were transferred to the Administration of Water and Land Communications, and the chief became responsible only for land affairs. In 1822, District 10 was divided into two Western and Eastern districts. In 1828, overland administration was abolished.
