- The collection contains copies of royal decrees, orders, the decrees of the Senate, documents on the management and arrangement of Siberia, annual reports of civil governors for provinces management, the file of the study and colonisation of Siberia, departmental correspondence, decrees, orders and correspondence of external relations, the files on participation of Siberians in wars, documents about donations of Siberians, files on the state of Siberian peasants, documents on the history of Siberian Cossacks, on the life of Siberian merchants, the clergy, the documents on the management of small peoples of Siberia, documents on the exile and migrants. The collection includes manifestos, reports, Senate decrees and imperial orders relating to the regulation of Jewish residence and activity in Siberia, the Senate text of the decree on the establishment of the committee for all Jews converting to Christianity no matter what religion they join and granting them rights and benefits of diverting land and settlement in the Southern and Northern provinces under the name of the Israeli society of Christians from the 1817, the text of the decree on the dismissal of old, decrepit and poor Jews to the communities where they belong by association in 1819, the texts of the decrees of approval for the Jews for making grain vodkas on the Great Russian provinces in 1820. The collection also contains documents about private relationships and conflicts of Jews with the Russian population of Siberia, including the matter of Jewish Bourgeois Ivanov who was under suspicion regarding the treatment of copper coins in products (1821).

- There was a position of Governor General of Siberia in Tobolsk since 1803. The Office was divided into 4 sections: Police and Justice, Finance, Internal Affairs and Military. By the decree of 1822 Siberia was divided into general governorship of West Siberia and East Siberia, and the position of Governor General of Siberia was abolished.
