- The archives contain the permits of residence of Jews who resided in Finland during the Russian era (Documents of the General Governor Seyn, 1898–1917: “Jewish permits of residence in Finland”). It also contains correspondence of Finnish and Russian officials dealing with Jewish affairs, scattered among the documents. The records are part of the Archives of the Office of the Governor General in the Grand Duchy of Finland, held in the National Archives of Finland.

- The archives of the Office of the Governor General have always been held in the National Archives of Finland (between the years 1816–1869 the Senate’s Archives, and between the years 1869–1994 the State Archives).
- Administrative/biographical history:
- The first Jews arrived in Finland as soldiers of the Russian army. In 1858, they were granted permission to settle in Finland after their discharge from the army. In 1862, the Russian Senate enacted a passport decree that allowed Jews who received passports to stay in the country for a limited period only. The Governor General was the highest civilian and military authority in Finland who represented the Emperor and the President of the Senate. As the head of the civil administration and the army, he was assisted by the Office of the Governor-General and functioned as a link between the Finnish and Russian authorities. The archives of the Office cover the years 1808–1918, and it contains e.g. registers of documents and various catalogs, correspondence, letters of account, and deeds of affairs handled by the Office, including passports and Jewish permits of residence. The archives contain documents generated in the Office of the Governor-General, the Office of the Secretary of State and various committees of the Senate that inform on matters that were decided by the ruler. The documents are mainly in Russian.
