This commission was formed in August 1920 by the Borisov Revolutionary Committee (Revkom) of the Central Committee of the Communist Party (Bolsheviks) of Lithuania and Belorussia (from September 1920 on, the Communist Party of Belorussia). The Borisov Revolutionary Committee had been established on 20 May 1920 in connection with the opening of the Red Army offensive that resulted in the liberation of Borisov county from Polish military occupation and its inclusion in the Minsk province (it had previously been part of the Gomel’ province). The commission collected information on damages caused during the Polish-Soviet military conflicts of 1919-20 and organized aid, including the provision of household items, food, and money, to the affected population of the city and county.
The commission ceased operations in early 1921 upon the termination of the Borisov Revolutionary Committee’s activities and the transfer of its apparatus and functions to the Borisov Executive Committee, which was elected in December 1920 and headed by A. Khatskevich.
