- Administrative/biographical history:
- The Central Bureau of Trade Unions of Belorussia was established in early July 1920 and reorganized on 30 July 1920 as the Council of Trade Unions of Belorussia (Sovprofbel). Sh. Sh. Khodosh, who previously headed the woodworkers’ union, was elected council chair. The First All-Belorussian Congress of Trade Unions, held in Minsk on 7-13 May 1921, played a major role in the development of trade union work. In 1921-25, trade unions focused primarily on issues pertaining to the management and organization of production, tariff policy, and measures to combat unemployment, illiteracy, and the food crisis. In February 1924, the Provisional Central Bureau of Trade Unions of Belorussia was formed, consisting of representatives of the Council of Trade Unions of the BSSR and the Vitebsk Provincial and Mogilev County Councils of Trade Unions. At the same time, the Sovprofbel was reorganized as the Central Council of Trade Unions of the BSSR, with provincial departments of all-Russian trade unions reorganized as Belorussian trade union departments. M. E. Endakov became chair of the Central Council of Trade Unions of the BSSR in late 1924, and in August 1932, leadership of this entity was taken over by Z. Z. Koval’chuk. During the Soviet-German War of 1941-45, the Central Council of Trade Unions of the BSSR organized the relocation of enterprises and evacuated workers and their families to eastern regions of the country and assisted in their settlement there. After the war, the Central Council was involved in the project to restore and develop the economy of the BSSR. On 4-6 October 1990, in connection with the formation of the independent Republic of Belarus, the Federation of Trade Unions of Belarus (FPB) was established at the XVII Congress of Trade Unions; the federation was headed by a council.
