- The fond contains the following materials: minutes of meetings of the county purge commission; lists of persons expelled from the Communist Party (Bolsheviks) of Belorussia; etc. A significant portion of the fond consists of files pertaining to cases in which the persons being expelled from the party were Jews, including, among others, Ts. L. Adlerstein, B. A. Hamburg, M. B. Kagan, and L. R. Lapidus. Files of this kind include descriptions and autobiographical statements that indicate, aside from ethnicity, also knowledge of Yiddish, education in cheders, and involvement in Jewish parties and public organizations. There are also questionnaire forms, identification papers, certificates, explanatory notes, and minutes of hearings at which purge commissions found against the party cells in question. Among Jews charged in such cases, the accusations most frequently mentioned in these minutes were that they had formerly belonged to the Bund and other “bourgeois” Jewish political parties, observed Jewish religious ritual, engaged in speculative financial activity, embezzled state funds or property, or criticized Soviet power and engaged in anti-Soviet agitation.
- Administrative/biographical history:
- County commissions for the purpose of evaluating, reviewing, and purging personnel of the Communist Party of Belorussia were established per decisions adopted by the IV Congress of the Communist Party (Bolsheviks) of Belorussia (Minsk, 25 February – 2 March 1921). The commissions were instructed to “improve party ranks” by taking measures to verify party members’ compliance with their requirements, and to monitor the actions of individual members as well as party collectives; receive and hear complaints against communists and testimony as to their untoward actions; and see to the preservation of communist ethics on the part of members of the Communist Party of Belorussia. Most urgently, the commissions were supposed to discover and expel from the party “kulak-owner and bourgeois elements among the peasants and county townspeople,” as well as employees of Soviet agencies who were of a “bourgeois” intelligentsia background or had formerly belonged to since-liquidated political parties and unions. Purges of this kind were practiced in the Communist Party (Bolsheviks) of Belorussia in the 1920s-30s.
