Materials in this fonds that pertain to Jewish history are found mainly in ops. 1 and 2 and consist of photocopies of documents of the People’s Commissariat of Nationalities (Narkomnats) of the Executive Committee of Councils of the Western Region of Soviet Russia (administrative centre: Minsk). These include circulars and orders of the People’s Commissariat of Nationalities of the Western Region; cost estimates of the Minsk Provincial Jewish Committee for the Relief of War Victims (EKOPO), and explanatory notes to same; payroll records for staff members of the Jewish Department of the People’s Commissariat of Nationalities; correspondence on providing premises for the Demobilised Jewish Soldiers’ Committee; lists of Jewish refugees; petitions by Jews requesting protection from pogroms; minutes from the 1st special conference held at the Commissariat on Refugee Affairs for the Western Region and Front; resolutions of the organising commission of the 2nd All-Russian Congress of Refugees, and of the executive committee of the Union of Jewish Servicemen of the Western Front; an appeal to Jewish citizens and organisations by the People’s Commissariat of Nationalities; messages from the Military Zionist Organisation of the Western Front regarding the formation of its front committee (1917-19); etc.
The fonds also contains questionnaire forms of delegates to the 10th All-Russian Congress of Councils of Workers’, Peasants’, and Red Army and Cossack Deputies held in Moscow on 23-27 December 1922, in particular, forms of the Jewish political activists S M Aizinson, A G Beilin, B L Bukhman, S G Indenbaum, S D Kamenshtein, V A Nodel’, A M Pevzner, I A Perel’, A M Rozenshain, M Ia Frumkina, R M Kheifets, D N Shapiro, and others.
