This fonds comprises orders, regulations, and directives of the Supreme Council on the National Economy (VSNKh), the BSSR People’s Commissariat of Light Industry, and other higher-ranking institutions (1927-32); bulletins, reports, and information, and correspondence with managers of garment and textile factories and workshops on their primary operations and finances, production and technical indicators, the importation of equipment, raw material supplies, the cost and sale of products, employee training, etc. (1928-34); a five-year plan for the development of the textile industry of the BSSR, and documents related to it (1928-32); etc.
Materials that pertain to Jewish history include lists, summaries, and memoranda that contain information on Jewish-run workshops and handicraft works (Jews were predominant in the republic’s textile and garment industry in the 1920s-30s), in particular, on Soviet tax policy vis-à-vis Jewish handicraftsmen and entrepreneurs, and on Jews’ rental of state textile and garment enterprises (1927-30); excerpts from minutes of general meetings of garment workers; correspondence with the party cells of various public organisations on the needs of workers and employees, including on “serving Jewish workers in Yiddish” (1929-31); materials on the personnel of the Belorussian State Garment Industry Trust, and lists and personal accounts of its employees, including Jews (1929-32); etc.

The Belorussian State Garment Industry Trust (Belshveitrest) was established pursuant to the Statute on State Industrial Trusts of 20-21 September 1928; it served to combine garment factories and workshops located in various population centres of the BSSR. In June 1941, the trust’s operations were suspended due to the Nazi occupation of Belorussia; upon the liberation of Belorussian territory, the trust was reopened within the system of the People’s Commissariat of Light Industry (Narkomlegprom) of the BSSR. On 15 March 1946, the Belorussian State Garment Industry Trust came under the jurisdiction of the newly formed Ministry of Light Industry of the BSSR.
Pursuant to a decree of the BSSR Council of Ministers of 24 March 1956 and an order of the Council on the National Economy (Sovnarkhoz) of 7 April 1956, the Belorussian State Garment Industry Trust was abolished, whereupon its functions were transferred to the Light Industry Administration of the BSSR Council on the National Economy.
