[The fonds is currently being processed; information given is as of 31 December 2012.] Included are minutes of assemblies and sessions of the Librarianship Society Council and the Librarianship Courses’ teachers’ committee (1919); lists of teachers and students, their files, applications and forms of incoming students, course syllabi, records on the number of lecture hours, class schedules, and students’ reports and exam papers (1919-39); reports on operations of the courses (1921-39); correspondence with Glavnauka (The Main Science Administration) and other institutions (1926-30); information and documentation regarding students’ library work experience, their travel documents and personal questionnaire-cards (1924-26); an alphabetical directory of VKB students admitted in 1940; students’ practicum exam books (1941); etc.
All inventories of the fonds contain particular documents and file fragments related to Jewish history and culture; these may provisionally be grouped according to the following subjects: 1) Training materials of VKB students, including a handwritten course paper by O. Romanova titled “Sources of the Dictionary of Russian Writers. Collected by S. A. Vengerov” (1922); by T. Mitropol’skaia, titled “In Memory of Nikolai Ivanovich Pirogov (1810-1910). Materials for the Study [of the Biography] of Pirogov. A Bibliographic Index of Works, Lectures, Reports, and Statements by Pirogov and Literature about Him. Compiled by A. G. Fomin” (this work in particular discusses N. I. Pirogov’s letters to the editorial board of the newspaper Ha-Melits) (1923); by N. T. Turchinovich, titled “Censorship Charters during the Reign of Alexander I,” describing the activities of censorship committees, including in the cities of Vil’na and Odessa, which dealt with the censorship of books in Yiddish and Hebrew (1930); etc. 2) Materials on VKB personnel, including questionnaire forms of its students, among them S. S. Kizil’shtein, S. I. Rabinovich, R. A. Raskina (1931), E. L. Kotina (1932), Ia. I. Grois (1933), and M. S. Kats (1933); these include information as to ethnicity and native language (given in some cases as “Jewish,” i.e., Yiddish); parents and their occupations; work experience and association with public organisations (some students indicated that they were involved in activities of the Society for Land Settlement of Jewish Toilers [OZET] and the Society for Handicraft and Agricultural Work among the Jews [ORT]); VKB student files, including of V. E. Sel’tser (1931), P. B. Ginzburg (1932), R. A. Shneider (1932), A. L. Ianovskii (1933), S. S. Rivkina (1935-36), S. G. Rozental’ (1935), and R. L. Tarshis (1935-36); these contain information on date and place of birth, ethnicity, native language, parents and social class background, and “work transferals”; enrolment applications; documents from the personnel departments of places of employment; documents pertaining to social class background (in some cases, extracts from Jewish vital records are appended); travel documents; documentation regarding graduation from various educational institutions; evaluations and recommendations from places of employment and educational institutions; information on the employment of VKB graduates; and GPB certification materials. Files from after 1945 include detailed autobiographical information; in particular, the file of L. L. Slutskina (1958) includes her autographical statement and describes her work at the M. I. Kalinin Jewish kolkhoz (Adler district, Krasnodar territory).
- Administrative/biographical history:
- In 1919, the RPB established its Librarianship Courses for the purpose of training specialists in this field. In 1920, these were reorganised as the Higher Courses in Librarianship (VKB); they were tasked with disseminating the latest librarianship methodology. The courses were taught by such leading RPB/GPB staff members as E. O. Bank, E. O. Gomberg, E. N. Dobzhinskii, D. V. Konstantinov, S. A. Reiser, and Ia. Kh. Iakobson. The VKB offered one-year, ten-, four-, and three-month in-service training courses for personnel of research and other libraries. The VKB was in operation until late 1941.
