- Included (op. 1) are documents pertaining to buildings that at one time housed various Jewish educational, professional, and communal institutions of the city of Kherson. These include a letter (3 September 1928) from D. M. Sigal, director of the Kherson office of the Agro-Joint, to the Kherson Area Public Services Department on the sale of a sawmill that office had built on Aleshkovskaia Street in Kherson; a letter of 7 November 1928 from the 45th Infantry Division to the Kherson Municipal Executive Committee regarding permission to dismantle the building of the former Kherson Jewish Vocational School for Young Ladies and “use the materials … to set up a Red Army regimental cafeteria” (appended are an inspection certificate of the destroyed building and a construction plan); a decree of the workers’ troika of the Kherson Municipal Council (29 April 1929) transferring the building of the former Talmud-Torah on Kherson’s Odessa Square to the Kherson branch of the Red Cross, and an inspection certificate of the building (prior to planned upgrades),with charts and designs for it. There is also (in minutes of an interagency conference at the Kherson Municipal Council) data on the number of classes and pupils of the 7th Jewish labor school of the city of Kherson, which was in need of “full-fledged accommodations” (1929); etc.
- Administrative/biographical history:
- This was established in 1919 by decree (5 April 1919) of the Ukrainian SSR NKVD. It was in charge of public services enterprises of the city of Kherson, and of issues pertaining to urban development, the nationalisation and denationalisation of city housing, etc. Aside from the municipal executive committee, it was subordinate at various times to higher-ranking public services entities: the provincial, area, and regional departments of public services. In 1992 it was reorganised as the Public Property Administration of the Kherson Municipal Council; and since 2010 it has been called the Public Services Department of the Kherson Municipal Council’s Main Administration on Urban Habitability.
