- Materials in the fonds include a report (2 January 1942) of the Kherson employment office to the Stadtkommissar on its work from November-December 1941, in which, with regard to the use of Jews as a labour force, it is said that the question was no longer relevant, and that the switch from Jewish specialists (to non-Jews) was made already in September 1941. [A mass shooting of the Jewish population took place in Kherson in September 1941.]
- Administrative/biographical history:
- In September 1941, upon the establishment of the Nazi occupation regime in Kherson, a German civilian administration was installed in that city in the person of the Stadtkommissar (city commissar), who in turn was subordinate to the Kherson Gebietskommissar (see the description of f. R-1824). The Stadtkommissar’s apparatus consisted of a recordkeeping service and three departments (main, political, and economic-technical), and controlled the work of the Kherson city council, employment office, and other local institutions, ceasing operations in early 1944 as the front line drew near.
