- Materials housed in the fonds include a circular of the Ministry of State Properties (17 April 1863) titled “On Awards of Various Ranking of Persons Associated with the State Properties Administration,” on the awarding of silver medals to several Jewish farmers (F. Brener of the colony of L’vovo; and N. Goldin, E. Minukhin, and M. Fradkin of the colony of Ingulets, Kherson county); orders of the provincial chamber of state properties and rulings of rural administrations granting Jews permits to open taverns; reports of rural administrations of the villages of Iavkino, Zesel’e, and Aleksandrovka (Kherson county) on how, insofar as “Jews have permanent residence in taverns,” state peasants could buy “spirits [goriachee vino] of exceedingly poor quality” at any time, which was leading them to “utter ruination”; and a petition requesting “that Jews be forbidden to have permanent residence in taverns, or sell wine until the liturgy in churches is completed” (1862); and correspondence of Iu. Bomshtein, chief administrator of the Tiraspol’ and Anan’ev “cup tax,” on revenue losses due to the illegal wine trade. There are also files on Jews’ rental of shops, storage rooms, slaughterhouses, ferries, and stone quarries, and on collecting debts and arrears from them.
- Administrative/biographical history:
- This was established by Senate edict (30 April 1838). It was under the jurisdiction of the Ministry of State Properties. The chamber’s functions included administering state property; having trusteeship of state peasants and foreign settlers; and monitoring rural and village institutions, the economic organisation of military settlers, the demarcation of lands and forests, public auctions for state property, etc. It was liquidated in 1870 upon the establishment of the Kherson-Bessarabia State Properties Administration.
