Scope and content:: Documents housed in the fonds include the Statute on the Jews of 13 April 1835, which defined the legal status of Jews who were Russian subjects; a form containing a rabbinical oath; instructions of the Izmail city prefect barring Jews from unauthorised residence outside the city prefecture, “without receiving written permits for same” (1935); reports of the Izmail Municipal Duma on the size of the prefecture’s Jewish population (1836-37), and on births, marriages, and deaths among Jews in 1836; records of the Reni municipal police on Jewish kahals and schools, and officials thereof (1834-38); a file on exempting Jews who had moved to Izmail from Nikolaev from paying the quartering tax (1832-38); reports of city police departments on implementation of a circular of the Bessarabia military governor barring Christians from working as servants to Jews (1839-41); etc.

Administrative/biographical history:: The Izmail City Prefecture was established by imperial edict (26 September 1830) from portions of Izmail and Akkerman counties. It included the cities of Izmail, Kiliia, Reni, the settlement of Vilkovo, and several neighbouring villages. It was headed by the city prefect, who answered to the Novorossiia and Bessarabia governor-general; and in turn monitored the operations of municipal and village governmental bodies, city police departments, quarantine and customs agencies, trade and shipping on the Danube, etc. The office was the prefecture’s administrative-executive body. The office of city prefect was dissolved in 1836, whereupon administration of the prefecture was transferred to the Bessarabia civil governor in Kishinev (who then began to be called the Bessarabia military governor in charge of civilian affairs and the Izmail city prefecture); however, the office of the city prefecture (through which it was administered) remained in Izmail until the prefecture was liquidated as an administrative unit in 1856 (upon the transfer of southern Bessarabia to Romania according to the Treaty of Paris).
