M. Rubshtein in light of his great service in the cause of the development of Jewish national culture, his production of scholarly and literary works, and his organisation of Odessa’s Museum of Jewish Culture (1934); and an order on resettling persons to the Jewish Autonomous Region in the fourth quarter of 1935, with an appended assignment regarding resettlement (including the Moldavian Autonomous SSR, Odessa, Nikolaev, Kherson, Pervomaisk, and Kirovo); etc.
- Administrative/biographical history:
- This was elected at the first congress of labour unions of the Odessa region in 1932. It had oversight of regional sectoral labour unions, as well as district and municipal unions in the region; and it was in turn under the jurisdiction of the Ukrainian SSR Council of Labor Unions. Operations of regional councils of labour unions were suspended by a ruling of the plenum of the All-Union Central Council of Labor Unions that liquidated inter-union organisations (April-May 1937); and resumed by a decree (approved October 1948) of the nineteenth plenum of the same body establishing republic-level, territorial, and regional councils of labour unions. The first regional inter-union conference took place at the same time, and once again elected an Odessa Regional Council of Labor Unions. The regional council’s institutional successor is the Federation of Labor Unions of the Odessa Region, which was established at the nineteenth regional inter-union conference of labour unions on 20 December 1990.
