- Contained in the fonds are summary statistical data by district of the city of Odessa and the Odessa region regarding casualties among the civilian population during the German-Romanian occupation of 1941-44 (numbers of those killed, deceased, expelled to Germany, etc.), including information on the number of individuals located in ghettos. Similar information – on Odessa Jews discovered by the occupiers in their places of residence and sent to prisons and ghettos – is found in certain individual documents as well. There are also applications by local residents, including Jews, for compensation for damages caused to their property during the occupation; lists of invaders who had committed acts of theft and violence, including with regard to the Jewish population; etc.
- Administrative/biographical history:
- Established by edict (2 November 1942) of the Presidium of the Supreme Council of the USSR, this commission began operations after the liberation of the Odessa region from German-Romanian forces in June 1944. It was subordinate to the Extraordinary State Commission of the Ukrainian SSR and was in turn in charge of district and city commissions. It included representatives of the public prosecutor’s office and of military justice, Soviet and party personnel, deputies of the Supreme Council of the USSR and the Odessa Regional Council, V. Braga (deputy director of the Odessa eparchy), and others. The main task of the commission was to discover and investigate crimes of the occupying powers, determine the identities of the individuals responsible, and evaluate the extent of the damages caused to citizens, enterprises, organisations, and institutions of the city of Odessa and the Odessa region. It was liquidated in connection with the completion of its work in late 1945.
