- The fonds contains minutes of executive committee sessions that took place in 1944-45, which include legislation, announcements, discussion, and decrees on various issues connected with the fate of Jews who perished during the German-Romanian occupation of the city in 1941-44: on granting financial aid to former prisoners of ghettos, and to children whose parents perished; on arranging for guardianship of orphans, and changing their surnames (at the request of their guardians); on taking state ownership of abandoned dwellings, and vacating apartments that had previously belonged to Odessa residents who had returned from the front and from ghettoes; etc. Included is information of the Extraordinary State Commission issued on the basis of eyewitness statements and corroborating the fact that particular individuals had been interned and had perished in ghettos and concentration camps (1945); inquiries (including some from Palestine) as to the fate of relatives; etc.
- Administrative/biographical history:
- Pursuant to a decree of the All-Ukrainian Central Executive Committee (VUTsIK) and the Ukrainian SSR Council of People’s Commissars of 12 January 1929, these bodies were elected at district congresses of councils as executive committees of district councils of workers’, peasants’, and Red Army deputies. They constituted the executive and administrative authorities in the territory of corresponding districts, and were subordinate to the Odessa Municipal Executive Committee. They were not in operation during the German-Romanian occupation of Odessa in 1941-44. Upon the adoption of the USSR Constitution of 1936 and the Ukrainian SSR Constitution of 1937, they were renamed executive committees of councils of toilers’ deputies; and per the USSR Constitution of 1977 and the Ukrainian SSR Constitution of 1978, of people’s deputies. They were liquidated in 1996 during a reorganisation of Odessa’s territorial governance, whereupon their functions were transferred to district state administrations. Prior to 21 October 1957, the Primor’e District Executive Committee was called the Kaganovich District Executive Committee; and prior to 14 November 1961, the Zhovtnevoe District Executive Committee was called the Stalin District Executive Committee. The Vodnyi Transport District Executive Committee was dissolved on 13 June 1958 due to the liquidation of this district.
