Included (op. 1) are orders of the Ukrainian president’s representative in the Odesa/Odessa region pertaining to the registration and reregistration of the charters of Jewish public and religious organisations, including the Odesa/Odessa branch of the Ukraine-Israel Society (1992); the Jewish religious community Shomrei Shabbos (1993); the Jewish religious community of the city of Izmail (1994); the Jewish religious community of the city of Bilhorod-Dnistrovs’kyy/Belgorod-Dnestrovskii (2000); the Odesa/Odessa Reform Judaism community (2000); the Balta and Bolhrad/Bolgrad Jewish religious communities (2000); etc.; as well as Odesa/Odessa’s Gates of Zion Jewish messianic religious congregation (1996); orders that religious structures be transferred to the ownership of Jewish congregations in Bilhorod-Dnistrovs’kyy/Belgorod-Dnestrovskii (1993) and Odesa/Odessa (the former synagogue at 25 Evreiskaia [Jewish] Street; 1996); etc.
The fond also houses correspondence with the presidential administration, the Council of Ministers of Ukraine, and the Ministry of Culture and other institutions on the nationalities policy and the activities of religious associations; this material covers such subjects as returning the buildings of former synagogues to their original owners, and complications arising due to this; memorialising Vladimir Jabotinsky (1993) and Odessa rabbis who had perished at the hands of totalitarian regimes (1999); holding an international Jewish music festival (1993); drafting a state program to support the development of Jewish culture (1995); working with the Magen Avot Charity fund to deliver and distribute humanitarian aid to citizens in need; preparing and setting up memorial markers in places where mass graves of Jewish victims of the Nazis are located, and in particular, in the city of Berezivka/Berezovka (Odesa/Odessa region) (1996); an application by the Odessa Regional Association of former Jewish Prisoners of Ghettos and Concentration Camps for assistance in opening a museum in the town of Domanivka/Domanevka “to commemorate the approximately 120,000 Jewish citizens of Ukraine who were annihilated in this location during the Great Fatherland War” (2001); a letter by the director of the Jewish religious community of the city of Bilhorod-Dnistrovs’kyy/Belgorod-Dnestrovskii regarding financial compensation for a former synagogue and a petition by Jewish believers of that city requesting that a Torah scroll that had previously been confiscated by customs agents during an attempt to unlawfully remove it from Ukraine, and that had since been housed in a local museum of regional history, be transferred to them for their use (1998-2001); etc.
There are also lists of items that had formerly belonged to Jewish congregations (1998); information on the ethnic makeup of the Odesa/Odessa region, on public organisations of national minorities, including Jewish and Karaite entities, and providing for the rights of national minorities in educational institutions, including information on persons engaged in the study of Hebrew (1999); etc.; data on the number of Jewish religious organisations in the Odesa/Odessa region, and religious structures belonging to them (2001); etc.
- Administrative/biographical history:
- This body was established pursuant to an edict of the president of Ukraine of 23 March 1992 and the Supreme Rada of Ukraine decree (5 March 1992) on implementing the law of Ukraine “On the representative of the president of Ukraine”; it was based on the Executive Committee of the Odessa Regional Council of People’s Deputies, of which it was the successor institution. It was liquidated pursuant to the Supreme Rada of Ukraine decree (28 June 1994) “On amending and supplementing the law on organizing local authorities and administrative bodies.” It resumed operations pursuant to a constitutional accord between the president and the Supreme Rada of Ukraine titled “On the basic principles of the organization and functioning of state power and local administration until the adoption of the new constitution” (8 June 1995), and also pursuant to a ruling of the Odessa Regional Council of People’s Deputies of 22 August 1995. As a component of the unified system of state executive authorities, the Odessa Regional State Administration answers to the president, and to the Cabinet of Ministers of Ukraine.
