- Village councils of workers’, peasants, and Red Army deputies were established in 1919 pursuant to the Ukrainian SSR Council of People’s Commissars’ decree of 8 February 1919. Prior to 1923 they were under the jurisdiction of corresponding rural and county executive committees, and after, under the jurisdiction of district executive committees. After elections that were held in 1939, they were renamed village councils of toilers’ deputies, pursuant to the USSR Constitution of 1936 and the Ukrainian SSR Constitution of 1937; and from October 1977 on, they were called village councils of people’s deputies. They suspended operations during the German-Romanian occupation of the region (1941-44). They performed administrative and economic-management functions in the territory under their jurisdiction.
