- Materials housed in the fonds include (op. 1, 8) correspondence and decrees of the Nikolaev Municipal Council and excerpts from minutes of sessions of the All-Ukrainian Central Executive Committee (VUTsIK) secretariat on closing the Karaite kenesa [synagogue], several synagogues (the Old and Polish synagogues, and the synagogue on Privoznaia St.), and the Ashkenaz house of worship; these institutions’ charters, minutes of their general assemblies, reports, inventories of religious property, lists of congregation members, etc.; memoranda of the administrative department head and the religious affairs inspector of the Nikolaev Area Executive Committee to the effect that it was necessary to fulfil the demand of “Jewish toilers” that three synagogues be closed so that their buildings could be used for cultural needs (1930-36); registration cards of Jewish clergymen (Kh. I. Kleiner, Sh. Z. Shneerson, N. P. Shterenbogen, and others), and of the Nikolaev Jewish congregation, and statistical data on its makeup (1930-35); files on the restoration of the voting rights of particular Jews; etc.
- Administrative/biographical history:
- Municipal executive committees were established in the Nikolaev region in 1919-20 by decree of the Ukrainian SSR Council of People’s Commissars (8 February 1919) as executive committees of municipal councils of workers’, peasants’, and Red Army deputies. They suspended operations during the 1941-44 German-Romanian occupation of the Nikolaev region. Upon the adoption of the USSR Constitution of 1936 and the Ukrainian SSR Constitution of 1937, they were renamed executive committees of municipal councils of toilers’ deputies; and pursuant to the USSR Constitution of 1977 and the Ukrainian SSR Constitution of 1978, of people’s deputies. They are currently called executive committees of municipal councils.
