Included (op. 1) are materials pertaining to a census of Jewish males age twenty-five and under for the city of Nikolaev (1874-75); a copy of instructions from the Nikolaev military governor to the board of the Nikolaev synagogue (23 June 1877) stipulating that the latter assume jurisdiction of the Jewish cemetery; correspondence with the Nikolaev military governor on leasing the korobka [kosher meat tax], and budgets for expenditures from korobka funds (1882-91), on establishing a Jewish charitable society (1874-77), and on opening houses of worship and transferring existing ones to other accommodations (1886-91).Also included is correspondence with the trustee of the Odessa Educational District on opening a two-grade Jewish school (including a vocational department) in the city of Nikolaev (1890); with the Low-Cost Jewish Cafeteria Committee on approving instructions for the operation of this institution, on providing subsidies from korobka funds to maintain it, and on permits for the construction of a building for it (1888-94); with the Jewish Cemetery Management Committee on closing the old Jewish cemetery (in order to build a public park), on allotting land for a new cemetery, and rules for the maintenance thereof (1892-93); and with the Jewish Desk on issuing funds to maintain Jewish charitable institutions, the Jewish hospital, synagogues and houses of worship; documents on elections of the city’s crown rabbi (1871-77, 1891-93) and of board members of synagogues and houses of worship, and lists thereof (1872-1914), on electing trustees of the Jewish hospital and the local Talmud-Torah (1885-90), on assigning Jews to draft precincts (1879-1907), on the municipal administration’s verification of vital-records documents (certificates) issued by the rabbi (1900-09), etc.
There is also information on the number of Jews who got married in the town of Varvarovka (1876); vital records on divorces among Jews in the city of Nikolaev for 1882; lists of Jewish merchants and craftsmen (1883), and service records of Jewish doctors (1900); municipal administration records on Jewish charitable institutions (1886) and lists of synagogues and Jewish houses of worship in the city of Nikolaev (1890); a contract between agents of synagogues and Jewish houses of worship of the city of Nikolaev with Nikolaev city Rabbi L. V. Vilenskii on his “benefits for a three-year term” (from 15 March 1903 through 15 March 1906); the charter of the Almshouse-Society for Poor Jews (1903); files on conferring upon the merchant A. Sh. Rafalovich the status of hereditary honorary citizen [pochetnyi grazhdanin] (1865-77), and on the presentation of awards to Ia. G. Kaminskii, L. E. Meshures, and S. S. Imas for their philanthropy and activities as board members of synagogues and houses of worship (1903-07); a statement to the municipal duma by the council of the Nikolaev branch of the Union of the Russian People to the effect that “all Jews” should be dismissed from the city’s public administration on the grounds that they were “not entitled” to engage in such activity (1908); biographical/questionnaire information for the Ukrainian People’s Republic (UNR) People’s Ministry of Jewish Affairs on the state of Jewish education in the city of Nikolaev (1918); etc.
- Administrative/biographical history:
- Municipal administrations were established pursuant to the City Statute of 1870 as executive bodies of municipal dumas; they were in charge of issues pertaining to the management of the city economy. They were headed by mayors, and consisted of several departments (the administrative, commercial-financial, construction, etc. departments) and commissions. The Nikolaev Municipal Administration also had a Jewish Desk, which was in charge of disbursing korobka [kosher meat tax] funds in particular. Municipal administrations ceased operations in 1920.
