Scope and content:: Included are rules approved by the Ministry of Education on 5 September 1893 on procedures for applying legislation on private teachers of “the Jewish law” (melameds); notifications of the Kiev province director of public schools allowing the opening of private Jewish schools (1904-05); reports and accounting statements of Talmud-Torahs and private Jewish men’s and women’s schools, and reports of their owners; a report on the condition of the Kanev State Jewish School of the First Class, and its headmaster’s official list and reports to the inspector of schools for the 3rd district (1876-77); information on the number of Jewish schools of the 3rd district, their condition, the makeup and number of their teachers and pupils, subjects of instruction, availability of educational materials, expenditures on their maintenance, disease and mortality among their pupils, etc. (1911-12); information on the number of Jewish pupils (in a summary report on elementary schools of the 3rd district for 1914); addresses of Jewish educational institutions (in a list of secondary and lower educational institutions of the city of Cherkassy for 1914); certificates of the title of melamed, and applications for the issuance of same (1907-12); etc.

Administrative/biographical history:: The office of inspector of public schools was established in May 1869 to strengthen control over public schools and the activities of zemstvos in the field of public education. Inspectors were tasked with monitoring the arrangement of studies and educational work in elementary schools in the territory under their jurisdiction, and with monitoring the direction of teaching and the political reliability of teachers; selecting the latter was also entrusted to them.
