- Included are registers of income and disbursements from candle tax and auxiliary korobka [kosher meat tax] funds collected from Jewish townspeople [meshchane] (1909-15) and files on the collection of arrears; tax books of Jewish townsmen’s societies with family lists of taxable persons; townspeople’s applications for inclusion in family lists; collection ledgers of the tax on real estate (with descriptions and appraisals of same); etc.
- Administrative/biographical history:
- Townsmen’s administrations were established pursuant to the Senate edict “On the City Statute” (16 June 1870) and operated as elective estate institutions for the management of the affairs of townspeople [meshchane]. In particular, they kept track of the town’s population; compiled lists of townspeople subject to conscription; and apportioned and collected levies, including the particular taxes on Jews – the korobka [kosher meat tax] and candle tax. They were abolished in 1919.
