Scope and content:: Among documents housed in the fonds are poll-tax censuses of Jewish merchants, townspeople [meshchane], and craftsmen of the city of Uman’, and of farmers designated for resettlement to state lands (1811-12); a file on the investigation of the circumstances under which a ḥerem (ban) appeared on the doors of the synagogue of the city of Uman’ forbidding Jews to buy or use spirits (1819-40); court case files on claims against Jewish merchants and tenant-farmers for debts owed (1844-62); etc.

Administrative/biographical history:: This was a city institution of estate self-government, established in accordance with the City Statute (1785) after the Russian annexation of the territories of Right-Bank Ukraine and the extension thereto of the force of the Regulation on Provinces. It was in charge of the administrative-economic, judicial, and financial affairs of the merchant and townsperson [meshchanskoe] estates. It consisted of one burgomaster and two councilmen [ratmany], who were elected for three years. It was liquidated in 1866 pursuant to the Rules on the Abolition of Municipalities and City Halls [ratushy].
