- This was established in December 1939 after Western Ukraine became part of the Ukrainian SSR; it was to finance enterprises, organisations, and individual citizens; implement cash fulfilment of the state budget; and also perform other bank operations. In March 1940, the office set up a commission to liquidate and take stock of valuables of nationalised bank and insurance institutions operating in the territory of the Rovno region prior to September 1939. It did not operate during the German occupation of the city and region (1941-44). It was under the jurisdiction of the republic-level office of the State Bank of the USSR, and monitored the work of the nineteen of its branches in the territory of the Rovno region. It ceased activities on 1 January 1988 in connection with a reorganisation of the Soviet banking system.
