Among documents housed in the fonds (op. 1 and 5) are circulars, reports, and minutes of sessions of the city council on cultural-educational work among national minorities and, in particular, among the Jewish population; minutes of a session of the city council presidium and memoranda on plans regarding the allocation in Zhitomir of a Jewish national police district (1928); minutes of sessions of the Volhynia Area Executive Committee and petitions to the All-Ukrainian Central Executive Committee (VUTsIK) on closing a number of synagogues (in Zhitomir, Kotel’nia, Rogachev, Leshchina, and Kamenka) “at the demand of toilers” and using the synagogue buildings to house schools and cultural-educational institutions (1930); reports and resolutions (in minutes of sessions of the city council) on the work of the Volhynia Area Department of the All-Ukrainian Society for Land Settlement of Jewish Toilers (OZET) (1928) and a circular of the national minorities commission of the Kiev Regional Executive Committee on the campaign to implement the OZET lottery (1933); the synopsis of a report for a Kiev regional meeting of national-minority workers titled “Economic Work among the Jewish Population” (1933); lists of students of the Zhitomir Jewish Pedagogical Technical School (1926); etc.
There are also minutes of general assemblies of the Zhitomir Jewish religious community for 1949; information on the makeup of its executive body (“the twenty”); a list of congregants; inventories of property at the community’s disposal; inspection reports on the building of the Zhitomir Synagogue (on L’vovskaia St.) and on the local Jewish cemetery; statistical reports on issues pertaining to religions (including Judaism) for 1972, with information on the registration of religious associations in the Zhitomir district, the makeup of “twenties,” monetary receipts and disbursements, etc.
- Administrative/biographical history:
- This body was first elected in 1919 at a session of the Zhitomir City Council of Workers’, Peasants’, and Red Army Deputies to oversee economic, public, and cultural activities in the territory under its jurisdiction. It temporarily ceased activities from July 1941 through January 1944 due to the German occupation of Zhitomir. Upon adoption of the Soviet Constitution of 1936 and the Ukrainian Constitution of 1937, it was renamed the Executive Committee of the Zhitomir City Council of Toilers’ Deputies, and pursuant to the Constitutions of the USSR and Ukrainian SSR of 1977, of People’s Deputies. It is currently called the Executive Committee of the Zhitomir City Council.
