Among documents housed in the fonds are applications for the registration of Jewish political parties, professional associations, charitable and cultural-educational structures (the Bund; the Zhitomir committee of the Jewish Social-Democratic Workers’ Party Po’ale Tsiyon; the organization of Zionist democratic youth Al ha-Mishmar; the Volhynia Province Union of Jewish Teachers; the Volhynia Province Union of Melameds and Teachers of Hebrew, Jewish History, and Literature; the Provisional Executive Committee of the Jewish Community of Zhitomir; etc.); their registration and policy documents, charters and minutes of general assemblies, including a copy of a resolution of the Tenth All-Russian Conference of the Bund (April 1917), and a policy statement on the nationalities question; and information on the creation and activities of other parties and organisations in Zhitomir: the Jewish Workers’ Party of Socialist-Territorialists; the Zhitomir section of the Jewish Committee for the Relief of War Victims (EKOPO); the Council of the Jewish Public Assembly, intended to represent “all interests of the Zhitomir community of cultural-educational, philanthropic, and societal significance”; the Honored Citizen I. I. Kulisher 75-Year Jubilee Library-Reading Room for Jews; the Jewish Free Overnight Shelter charitable society; the Society to Care for Poor Children Studying at the Zhitomir Jewish School Talmud-Torah; etc.
There are also notifications on the delegation of representatives to the council by Jewish parties and organisations, and IDs of same; data on council members, and lists of trade union members; and declarations of representatives of Jewish parties and organisations: of a delegation of Jewish socialist parties and labour unions represented in the Jewish community’s provisional executive committee that they were refusing “on principle” to participate in elections of delegates to the executive committee of the city council; of Jewish employees of the provincial publishing house to the effect that proclamations calling for an anti-Jewish pogrom in Zhitomir had not been printed there; of local Rabbi Veksler that he was being wrongfully accused of being an informer; etc.
- Administrative/biographical history:
- Established 4 March 1917 by representatives of over one hundred officially registered political parties, labour unions, and public organisations of Zhitomir, this was subordinate to the analogous provincial committee. Organisations that had a certain number of members living in Zhitomir and democratically-elected executive organs were entitled to representation on the council. The committee’s duties included deciding various issues of local life, for which it organised a number of commissions: that of administration, public safety, public education, etc. The committee was entitled to immediate contact with the Provisional Government and all local state and public institutions and organisations. It was liquidated in September 1917.
