- Included are documents mainly of a financial and record-keeping nature; cash books; logs of income and expenses, and of incoming and outgoing forms. There is also the Alphabetic Book of Melameds Certified to Teach Jewish Children the Law of their Faith (1874), and applications of melameds for the issuance of such certificates (1880).
- Administrative/biographical history:
- Established 8 May 1845, this was under the jurisdiction of the Ministry of Education and was initially immediately subordinate to the director of public schools of the Volhynia province, who was appointed its chair; from 1870, to the director of the Zhitomir Rabbinical Seminary; and from 1873, upon the Rabbinical Seminary’s reorganisation as the Jewish Teachers’ Institute, to its director. The commission included, along with representatives of the Department of Education, representatives of the local Jewish community; and its functions consisted of overseeing county Jewish school commissions (established in Lutsk, Ostrog, Rovno, and Polonnoe), supervising all private and public Jewish educational institutions in the territory under its jurisdiction (Zhitomir, and Zhitomir and Ovruch counties), distributing Jewish educational literature, etc. The commission also certified melameds to teach Jewish children, for which purpose it established a special testing committee.
