Among documents housed in the fonds (op. 2, 3 supp., 4-7, 9, 12-15, 18, 20-21) are legislative acts and directives regulating the rights of the Jewish population, particularly the Senate edict (23 May 1856) “On the residency of Jews in settlements and villages in the pale of their settlement,” and rules governing the sale of “beverages” by Jews in the city of Zhitomir (1861).
Other file groups: 1) poll-tax censuses of Jewish communities of the Volhynia and Kiev provinces, that is, materials on censuses of the taxable part of the population carried out in 1795-1858, and also subsequently, in the 1860s-80s, when more persons were found who had been omitted in the course of the main “poll-tax censuses” [revizii], and when inaccuracies were corrected (most of these are included in op. 14 and are systematised, as a rule, by estate: merchants, townspeople [meshchane], craftsmen, and Jewish farmers); 2) chamber correspondence and decrees on assigning particular Jews to townspeople’s and merchants’ societies, and on their exclusion therefrom (in connection with their conversion to Christianity; graduation from an institution of higher learning; becoming a dentist or pharmaceutical student, etc.); files on providing periodic logs of Jewish communities and Jewish thousand-man (i.e., recruitment) districts; on the certification by rabbis of the deaths of various individuals (for the updating of periodic lists); on the exemption from conscription requirements of candidates for the offices of rabbi and state Jewish schoolteacher (1861); on the recovery of fines for evading conscription (1906-11), as well as Jewish communities’ petitions for the right to fulfil conscription requirements in kind or via money; complaints on the incorrect compilation of conscription lists; etc.
There are, moreover, poll tax and land tax tables of the Jews of Lutsk and Dubno counties; financial reporting documentation of a number of Jewish communities, of the Volhynia Province Jewish School Commission and of state Jewish educational institutions, including the Zhitomir Rabbinical Seminary (1862-65); files on lawsuits by Jewish communities against landowners and churches; on poll tax debts and tax arrears of Jewish communities; on abuses committed by Jews in the sale of real estate; on Jews’ conclusion of contracts for the construction of roads and bridges, rental of postal relay stations, etc.
- Administrative/biographical history:
- Established in 1796, this was under the jurisdiction of the Ministry of Finance and constituted the main body of financial administration in the province. Its functions included the apportionment of various taxes and oversight of their receipt; keeping and auditing state and zemstvo tax records; monitoring the spending of public funds by state institutions; setting pensions and grants; arranging bidding on contracts and deliveries; managing state properties and state peasants (prior to the establishment in 1840 of the Volhynia Chamber of State Property); carrying out censuses of the population subject to the poll tax; etc. Immediately subordinate to the chamber were the Zhitomir County (from 1865, Provincial) Treasury and assessors. It was dissolved in 1919.
